    John Ratcliffe White House Washington

Two sources familiar with the matter who informed Axios say that during a recent and mysterious visit to Moscow, CIA Director John Ratcliffe proposed a trilateral summit involving President Trump, Russian President Putin, and Ukrainian President Zelenskyy while in a covert meeting with Sergey Naryshkin, the head of Foreign Intelligence for the SVR, alongside FSB Director Alexander Bortnikov. The purpose behind Ratcliffe's trip included determining whether Russian intelligence chiefs could actually persuade President Putin to move forward toward resuming negotiations aimed at ending the Russia-Ukraine War. During those conversations, Ratcliffe provided Bortnikov with a grim assessment of the current state of the war and urged Russia to reach an agreement with both Ukraine and the United States. On Friday, U.S. officials informed President Zelenskyy about the Moscow conversations and the proposal for a trilateral summit, noting that while Zelenskyy had previously supported this idea, it has been continuously rejected by Putin. Local media reports in Ukraine have suggested that negotiations could resume in September. #JohnRatcliffe
