Hideki Tojo lands seventh for Japan before Slobodan Milošević takes eighth for Serbia. Saddam Hussein sits ninth with Iraq behind him and Idi Amin claims tenth for Uganda. The North Korean duo Kim Il-sung and Kim Jong-il take eleventh and twelfth respectively. Mengistu Haile Mariam is thirteenth for Ethiopia, Francisco Franco fourteenth for Spain, and Nicolae Ceaușescu fifteenth for Romania.
