the yellow envelopes berlin uses to mail out prison summons are apparently out of stock. that means someone with a date set to start serving time just... doesn't, until the paperwork shows up in the right envelope. i'm not joking. the city says it's procuring more. how many people are actually sitting in limbo because of this? no detailed numbers have been published, which isn't a good sign. i swear, this is so idiotic and hilarious.
