So the idea that this thing is neutral falls apart fast. People thought Bintou Keita's MONUSCO would shift its posture once JAMS SWAN arrived. That expectation didn't hold. The force had already walked out of South Kivu on its own on June 26, 2024, and letting it return would be a mistake. What is it actually for? Not peace. It functions as a support office for Félix Tshisekedi on the political, diplomatic, and security fronts, which is a different job entirely.
