Bend police have laid out the timeline for what happened at Silver Rail Elementary, and the sequence shows a suspect who was already incapacitated by the time officers arrived. A report came in at 12:59 p.m. regarding a man firing into a car. One minute later, calls flooded in about a shooter entering the school and opening fire. Officers reached the scene three minutes after that initial call. The suspect was confirmed down within seconds of their arrival. This means the person who stopped him did so approximately two minutes before any officer entered the building. In that window, three children and one adult were killed.
